Consultant, Resource Strategies.
1999 - 2001 Senior Advisor to the U.S. Department of State. Assisted the Secretary in revitalizing science and technology capabilities in the Department, including creating the position of Science Advisor to the Secretary.
1999 - 2000 Senior Fellow, National Academy of Engineering. Assisted the NAE President on a variety of topics including a new NAE program in Earth Systems Engineering.

January 20, 1993 - April 3, 1998 Appointed by President Bill Clinton to be Assistant to the President for Science and Technology, and Director, Office of Science and Technology (sworn January 22, 1993), and nominate to the Senate by the President to be Director, Office of Science and Technology, Executive Office of the President (sworn January 22, 1993) (also referred to as "Science Advisor to the President"). As the Science Advisor to the President he was the most senior advisor to the President and Vice President on matters of science and technology policy--one of six Cabinet-level, policy-level assistants to the President. As Science Advisor he also co-chaired the President's Committee of Advisors on Science and Technology; was a member of the Domestic Policy Council, the National Economic Council, the National Security Council, and was a member and oversaw the National Science and Technology Council (which also contains the functions of the National Space Council). In general, as Science Advisor, he was responsible for coordinating science and technology policy and budgets across the federal government.
As the highest-ranking science and technology official in the Administration, he also was responsible for representing the U.S. Government in major multilateral and bilateral commissions. Multilateral meetings of Ministers for Science and Technology occur in the Organization for Cooperation and Development, Asia Pacific Economic Cooperation Forum, Summit of the Americas, and among the G-7 nations. High level bilateral meetings require the science adviser's participation in the U.S.-Russia Joint Commission on Economic and Technological Cooperation, the U.S.-South Africa Binational Commission, the U.S.-Japan Joint High Level Committee, and the U.S.-China Joint Commission.
June 20, 1979 - January 1993 Director, Office of Technology Assessment, U.S. Congress. OTA was a bipartisan agency of the U.S. Congress designed to serve Committees as their principal source of independent, expert, and comprehensive analysis on issues involving the impacts of science and technology upon society. In particular, OTA provided policy analyses that narrowed technical debates and defined and described the major options before the Congress on a given issue and the implications of each of those options. Subjects ranged over the entire spectrum of technologies that affect, or are affected by, public policy. Established by Congress in l972, it was defunded by the 104th Congress in l995. The Technology Assessment Act of 1972 still exists.
October 1974 - May 1979 Director, Energy, Environment, and Resources Center, and Professor of Physics, University of Tennessee. Directed programs of scientific and policy research and public service in a variety of energy and environmental issues, with emphasis on energy management and efficiency of use and the environmental impacts of energy production and use. Organized cooperative research programs among university, federal laboratories, the State of Tennessee, and the Tennessee Valley Authority.
September 1973 - September 1974 Director, Federal Office of Energy Conservation. Initiated and directed overall Federal programs in research, development, and demonstration on energy efficiency, the Federal Energy Management Program, legislative initiatives, conservation policy analysis, and public awareness programs about the value and need for energy conservation.
1969 - 1973 Director, Environmental Program, Oak Ridge National Laboratory. Initiated and directed a comprehensive, interdisciplinary program of research on energy demand and conservation, regional environmental systems analysis, and environmental impacts of resource use.
1954 - 1969 Physicist and Group Leader, Nuclear Geophysics, Oak Ridge National Laboratory (Physics Division). Directed experimental studies of nuclear reactions, origins of the solar system's heavy elements, and nuclear reactions important in stellar evolution. Spent two sabbaticals working on (1) civil defense/ballistic missile defense, and (2) national laboratory/university relations.
